Can't seem to find information on these on the website. How is each used, and are the formulae for their effectiveness available somewhere? :)

All of them essentially increase your defense. You can see how defense works here (http://www.soldak.com/Depths-of-Peril/Strategy/Tactics/Attack/Defense.html). Basically every time an attack misses it is because of your defense which is made up of block, deflection, parry, etc.
Now most of the time it doesn't really matter if your character blocked or parried a blow as long as it didn't hit you, but some skills are very specific in their use after a certain defense.

If the config file is right and there's nothing secret hidden in it Block and Parry both add 15 defense, Deflection adds 20
of course that could be completely wrong, since there appear to be some strange variables in the thing as well, which means based on their effect, things could be very different.
So basically when you have a +25 to defense and +25 to deflection - it essentially only adds +25 to defense ?
Also why is the deflection skill cost higher than evade/dodge ?

Yes, it's only +25 total to defense. The deflection part is really only important if you have other skills that are available after a deflection.
Deflection being more expensive is just a balance issue. It makes defense skills slightly more expensive for the rogue compared to making them all at the same cheaper cost.
