Turning off the music seemed to reduce the frequency, but it still happens from time to time. It feels like something is getting overloaded when the game tries to play a bunch of different sounds at once.

Have you tried lowering the number of channels the game uses for sound?
Open the file "user.cfg" in Drox' User directory (usually found at C:\Users\[your user name here]\Appdata\Local\DroxOperative\ ), search for the entry "s_maxChannels"
and change the number to something lower than 256. I'm using 64, that seems to work quite well.
