Does the game's multiplayer work over lan? Do you need to own 2 copies for it to work?

I would assume that you need a copy for each computer. Your license covers installing the game for your entire household, so there's no problem there.
My question is, do both copies need to have the same mods installed for the mods to work?
What about your character files, do they need to be on both machines? Can the same characters be played from single-player and multi-player and vice-versa? What's the limit for the number of players for lan coop?

Yes, you can play over a LAN. In general if the computers are all yours and within your household you only need to buy 1 copy. If you are going to want to play on the internet with multiple copies you would need to buy more than 1 copy.
In general you want to be using the same mods. Some of the simpler ones won't really matter. However, mods that add items, classes, and other things will have issues if both the client and server don't have the same data.
Characters can go back and forth between singleplayer and multiplayer.
There isn't a hard limit to number of players in a multiplayer game. It defaults to 4 but the player that setup the server can change that number to whatever they want to.
