As I understand it, the end goal of any game of Drox Operative requires surviving until a single faction dominates. Rather than have the game end in this stable state, I think it would be beneficial to generate special events that perturb stability and create new opportunities for the player, potentially creating an "endless mode".

For example, once a single faction conquers all, it becomes the "empire". Then with or without the player's aid, small rebellions may grow and may even develop into full revolutions.

This could also be used for different game modes when a new galaxy is created:

- Default: random races with randomly sized territories
- "Enforcer": one major empire; player must prevent imperial collapse for as long as possible
- "Revolutionary": one major empire; player must promote imperial collapse as soon as possible
