Default Negative Rumor Costs at planet - new race

Sometimes rumors (positive or negative) have a negative cost (i.e. -420 credits for a Well Crafted Positive Rumor). When the chosen rumor is selected, the players credits increase rather than decrease.

On a quick check, the propaganda, sabotage and espionage costs are similarly negative.

The race does not currently have negative wealth. These are on-planet costs.

Upon checking the racial menu, rumors spread via the racial menu also have a negative cost, proportionately higher due to using it through the menu rather than via a planet.
