Cloak in Right-click slot causes spam

When a Cloaking Device is placed in a Right Click slot and you right click, it's incredibly hard to actually get it to "stick", as the cloaking device will rapidly switch on and off.

also - cloak needs to have some indication that it's coming on or going off.. it's hard to tell what state it is in.

It has one. But unfortunately, "Stealth Surprise" has the same icon as the cloaking device itself, so it's hard to tell.
